Request for Proposal for Evaluation of CashCourse

The National Endowment for Financial Education® (NEFE®) has issued a Request for Proposals (RFP) for the evaluation of CashCourse (CC). CashCourse is NEFE’s free, online financial education resource designed specifically for college and university students. NEFE solicits responses from organizations with experience in educational program and curriculum evaluation. Each application will be assessed based on the evaluation criteria outlined in the RFP.

The National Endowment for Financial Education is the leading private nonprofit 501(c)(3) national foundation dedicated to inspiring empowered financial decision making for individuals and families through every stage of life. With more than a quarter-century of dedication to the public good, NEFE continues its legacy of service with commitment to providing financial education and practical information to people at all financial levels, including: youth and adult financial education resources; training tools from the classroom to the workplace; and research and consumer surveys. Within this focus of service, the program has been available at no cost to college administrators and students since its inception in 2007. CashCourse is an online library of financial literacy information and tools specifically focused on basic personal finance skills that are relevant to the lives of college students.

The evaluation will have two main objectives: (1) to evaluate the effectiveness of the curriculum on students’ knowledge, behavior and confidence and (2) to chronicle the program’s continuum of use by higher education administrators. Evaluators will be selected based on the clarity and fidelity of response to the RFP. A maximum of $150,000 is available for this project.

The term of the contract is 14 months, beginning approximately in early to mid-summer 2018. Individuals, organizations, associations, or other interested parties may apply for funding through this Request for Proposals (RFP). All interested bidders will need to review the RFP to ensure compliance with all requirements. NEFE is not responsible for reimbursement of expenses related to submitting a proposal in response to this RFP.

A bidders’ conference call will be conducted for this RFP on Friday, March 23 at 10 a.m. Mountain Time (12 p.m. Eastern, 11 a.m. Central and 9 a.m. Pacific). Details for the call:

Proposals should include:

  1. Cover Letter;
  2. A description of the proposed methodology for implementing the evaluation;
  3. Statement of the organization’s qualifications, including a sample of relevant evaluation work and contact list of recommendations;
  4. Staff CVs of key personnel who will be involved; and
  5. Detailed cost proposal.

Completed proposals must be received at NEFE no later than Wednesday, April 4, 2018 at 5 p.m. Mountain Time. No late proposals will be accepted.
